City of Leonard Parks and Recreation Board Vacancies

 

The Parks and Recreation Board has three upcoming vacancies and applicants will be considered for appointment by the City Council on April 9. The Parks and Recreation Advisory Board is responsible for advising and making recommendations to the City Council on all matters relating to the establishment, maintenance and operation for city parks and recreation programs for the City of Leonard and its inhabitants, and to carry out other duties as may be assigned by the City Council. Applicants must be residents of the City of Leonard or its extraterritorial jurisdiction. To be considered by the City Council for appointment, submit a completed board application by April 3. Completed applications can be submitted at City Hall or emailed to citysec@cityofleonard.net.

Public Works has successfully completed the first phase of the road repair for the 200 and 300 block of E Short St.

Good news!  The base looks good.

Next phase has us milling the current base rock with a stabilizer, grading, watering, and rolling.  We plan to begin this process Tuesday of next week.  Again, depending on weather and emergencies around town.

On 02-26-24, the Texas Commission on Environmental Quality required the City of Leonard public water system, PWSTX0740005, to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

 

The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of 8:30AM

Boil Water Notice for Community Public Water Systems

Due to a water main break the Texas Commission on Environmental Quality has required the City of Leonard/TX0740005 public water system to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions).

 

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

 

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

 

When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.

 

Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.

 

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Update October 10, 2023 11:30 AM

The repair to the 8-inch water line has been completed. We are in the process of repressurizing and flushing the system. You may experience temporary air and discoloration of your water until the lines have been completely flushed. Once the flushing has been completed water samples will be pulled and sent to be tested. The boil water notice will be lifted once test results are received. A notification on CodeRED will be sent out when the boil water notice is rescinded.

Public Works is facing an 8” water line repair that does not have shut off valves that will allow us to isolate the damaged pipe area.

 

This notice is being sent out to, proactively, inform you of a POSSIBLE BOIL WATER NOTICE for the entire City of Leonard, starting Tuesday, October 10th, 2023.

 

The project will begin at 8am on Tuesday morning.  We are encouraging you to stock up on water and to take care of all your water needs before this hour.

 

We apologize for the potential inconvenience and want to ensure you that rectifying this situation quickly is our priority.

 

Alert of an official Boil Water Notice will be sent out on Tuesday, if applicable.

WE HAVE AN 8’ WATER MAIN LEAK THAT WE ARE SCHEDULING FOR REPAIR ON WEDNESDAY 9-6-23.

WE WILL ATTEMPT TO FIND VALVES TO ISOLATE AND SHUT OFF THE WATER TO AVOID DRAINING THE WHOLE TOWN.

IF WE FIND VALVES TO SHUT OFF WATER, YOU WILL BE WITHOUT SERVICE FOR THE LENGTH OF TIME IT TAKES US TO REPAIR THE LEAK, WHICH WILL BE MUCH MORE EXPEDIENT THAN IF WE CANNOT FIND VALVES THAT ISOLATE THIS LEAK AREA.

ONCE YOUR WATER SERVICE IS RESUMED, YOU WILL BE ON A BOIL WATER NOTICE, WHICH WE WILL ADDRESS AS QUICKLY AS CAN BE DONE.

IF WE DO NOT FIND ISOLATION VALVES, IT IS LIKELY THE WHOLE TOWN WILL BE ON A BOIL WATER NOTICE.

NOTE THAT WE WILL BEGIN AT 8:30AM, AS THIS IS EXPECTED TO BE A LARGE-SCALE REPAIR AND MAY REQUIRE ALL DAY.

Public Works Message:

Dear Residents of Leonard,

To comply with the expectations and requirements of Texas Commission on Environmental Quality, the City of Leonard will be conducting visual inspections of the water service lines at your water meters and documenting the material used on both the city and the residential side of the water meter, over the next 12 months. This process will require minor excavating around the meter box. We will, also, be taking advantage of this process to replace water meter boxes that are damaged as well as reset meter boxes that have shifted or were not set well in the beginning. This is a long-term project over the next full year. Our goal is 20 a week. You may notice some sand around your meter boxes after our investigation, where we filled in the holes. Lastly, Once the information is gathered and submitted to the TCEQ, we will be making the information available on the city website for you to view.

Animal Control

 

In order to improve our services to the city, the City of Leonard has contracted with All American Dogs for our Animal Control and Code Enforcement services.  These types of issues are clear and present in every city, and it is upon each one to find a solution that is right for them.  Please ensure that you and your animals are in compliance.  

 

The humane control and treatment of animals are regulated by state laws, as well as being the subject of some of our ordinances dedicated to promoting the benefit, health, safety, and welfare of the general public (and its pets).  The City of Leonard is not currently equipped to safely and humanely trap, transport, or shelter animals.  For example, animal control officers require special training, certifications, and vaccinations; and facilities must meet certain standards.  After surveying surrounding cities, as well as the county and the state health and licensing boards, the city selected All American Dogs based on recommendations from other municipalities that have utilized or are currently utilizing their services.  All American Dogs is a company which is equipped and trained to handle these matters, shifting the administrative time and allowing your public works team to focus on much needed maintenance and repairs.  

 

As a reminder, the City of Leonard’s Animal Control Ordinance requires that pets be vaccinated and registered, and that such vaccinations and registrations be kept current.  It also states that animals shall not be allowed to roam at large or present a nuisance to other people, passing vehicles, or other animals. In case that doesn’t happen, the city needs a solution and a mechanism to keep people and animals safe from harm. Most of the animals which come through the city are not tagged or registered and it is not feasible to determine the owners, or if any exist at all.

 

All American Dogs will pick up animals in violation of the ordinances, aggressive or roaming free.  They will also pick up animals or lost pets which are caught and held by citizens until animal control can arrive.  Their goal is to respond in thirty minutes of receiving the report, barring any emergency calls.

 

Pet owners will be responsible for any fees associated with the impoundment and keeping of stray animals, to be paid directly to All American Dogs before the animal can be retrieved. 

Fees:

Impoundment Fee: $75.00

Boarding Fee:            $15.00 per day or portion thereof

Trapping Fee:            $60.00

10-day Quarantine   $300 – 400 depending on aggression

 

After appropriate fees are paid, All American Dogs will return the pet to the owner, or the owner can drive to their facility to pick it up.

 

Lost/found pets can still be reported to City Hall at 903-587-3334.  Found pets will be posted to All American Dogs’ Facebook page “All American Dogs Shelter in Pilot Point Texas.”  City of Leonard will attempt to contact the owners and share any pictures/posts of found pets to our Facebook page “City of Leonard”.

The City of Leonard water system PWS ID TX0740005 has violated the monitoring and reporting requirements set by Texas Commission on Environmental Quality (TCEQ) in Title 30, Texas Administrative Code (30 TAC), Section 290, Subchapter F. Public water systems are required to properly disinfect water before distribution, maintain acceptable disinfection residuals within the distribution system, monitor the disinfectant residual at various locations throughout the distribution system, and report the results of that monitoring to the TCEQ on a quarterly basis.

 

Results of regular monitoring are an indicator of whether or not your drinking water is safe from microbial contamination.

The Fannin Central Appraisal District and the local administrative District Judge are seeking persons that are interested in serving on the Appraisal Review Board (ARB) for the upcoming term, 2023-2024. The ARB serves a vital role in ensuring the property owners of Fannin County have an impartial citizen panel to hear their property value disputes. There are currently two anticipated vacancies to be filled. Recent legislative changes (HB2941) require the local administrative District Judge to appoint members to the ARB rather than the Board of Directors.

 

Enclosed you will find the qualification criteria and a questionnaire. Complete the questionnaire and submit it to the Taxpayer Liaison Officer at the District’s address above. A more detailed description of the ARB duties and ARB policy can also be found on the District's website under the organization tab.

 

Questionnaires must be received no later than November 1, 2022 for consideration.

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE
CERTIFICATES OF OBLIGATION
TO PROVIDE FUNDS FOR WATER SYSTEM IMPROVEMENT PROJECTS

 

NOTICE IS HEREBY GIVEN that the City Council of the City of Leonard, Texas, at its meeting to commence at 6:30 P.M. on November 8, 2022, at the City Hall, 111 W. Collins, Leonard, Texas, tentatively proposes to adopt an ordinance authorizing the issuance of interest bearing certificates of obligation, in one or more series, in an amount not to exceed $1,750,000 for paying all or a portion of the City’s contractual obligations incurred in connection with (i) acquiring, constructing, and installing additions, improvements, extensions, and equipment for the City’s waterworks system, including water chlorination facilities, water lines, water storage facilities, pumps, valves, meters and related infrastructure improvements; and (ii) legal, fiscal and engineering fees in connection with such projects.  The estimated interest rate for the certificates is 4.45% per annum, the maximum maturity date for the certificates is February 15, 2043 and the estimated combined principal and interest required to pay the certificates to be authorized on time and in full is $2,679,020.20.  The current principal of all outstanding debt obligations of the City is $0.00.  The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $0.00.  The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a pledge of surplus revenues of the City’s waterworks and sewer system, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the City’s revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the City’s waterworks and sewer system.  The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of V.T.C.A., Local Government Code, Subchapter C of Chapter 271.

Water Boil Notice Update

The main water line leak that caused the loss of pressure yesterday has been repaired. The water system is repressurizing, lines have been flushed, and water samples have been taken to the lab. Once we are notified that the lab samples are cleared, we will lift the boil notice. As of now, the soonest that will happen is Thursday, September 8th.

Utility Billing Update

As previously published, the City of Leonard has recently converted our Utility Billing software to a new system.  Please note the following information.

  • Your account number has changed.  Your new account number is printed on your monthly bill.  Please call City Hall if you need your new account number.
  • We have now shut down the former payment acceptance website. 
  • The link to pay your bill online is now www.fastgovpay.com/leonard
  • Customers enrolled in our Direct Debit program need to take no action; all your information has been safely transferred to our new system.
  • Customers who formerly utilized our e-Billing program (where your bill was sent electronically) will be receiving paper statements.
  • Please make sure we have a good mailing address on file for you.
  • You can update your contact information by calling city hall or emailing utilitybilling@cityofleonard.net.

September 3, 2021

On September 2, 2021, the Texas Commission on Environmental Quality required the City of Leonard public water system, TX0740005, to issue a Boil Water Notice to inform customers, individuals, or employees that due to conditions which occurred recently in the public water system, the water from this public water system was required to be boiled prior to use for drinking water or human consumption purposes.

The public water system has taken the necessary corrective actions to restore the quality of the water distributed by this public water system used for drinking water or human consumption purposes and has provided TCEQ with laboratory test results that indicate that the water no longer requires boiling prior to use as of September 3, 2021.

Boil Water Notice for Community Public Water Systems

September 2, 2021

Due to an electrical malfunction at well #3 causing reduced distribution system pressure, the Texas Commission on Environmental Quality has required the City of Leonard / TX0740005 public water system to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions).

To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.

When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.

Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Dear Residents,

If the meter is spinning while the appliances are off inside the home or business, you could possibly have a water leak.  If you have a leak, you’ll want to attend to it as quickly as possible to keep your bill down and conserve the city resources.  We have heard of several such situations already, and are requesting the participation of residents, landlords, business owners, and property owners at this time. 

 

If you notice a water leak:

If you experienced a leak:

Proof of repair will be required at the time you file your water loss claim, and adjustments will be processed within ten (10) business days.  Please refer to the City’s water loss policy and claim form.

 

If you need to make plumbing repairs, or have made plumbing repairs:

A building permit is required to perform plumbing work in the city.  Due to the extenuating circumstances, the city is waiving permit fees at this time for plumbing repairs due to the freeze.  We are NOT currently waiving the requirement for building permits or the requirement for plumbing work to be completed by an authorized person, or for a contractor registered with the city.  Contractors must be licensed and registered

 

Per City Ordinance:

No person shall engage in work or the conduct of the business of plumbing within the municipality, except as herein specifically exempted, unless such person is the holder of a valid license as issued by the state board of plumbing examiners. Nothing contained herein shall prohibit the employment of a journeyman plumber or apprentice to engage in plumbing work under the general supervision of a master plumber nor plumbing work done by a property owner in a building or on premises owned or occupied by him or her as his or her home. (2002 Code, sec. 150.041)
